The DANGER

In 1984, a new officer came to Oceanside. At that time, we only had to work "Graveyard" (2200-0630) shift for one month at a time.

After this officer was in Oceanside for about three months, we were teamed together on the Graveyard shift.

After telling my wife that I was working with this officer (pictured above on right)
I received a lecture about " The Danger". I said" there is no danger--she is as big as I am". "The reply:" I'm not talking about that". "Well, she carries a gun, and she is a good shot with it." "I'm not talking about that" "She is a good driver, has never had a crash" "I'm not talking abouut that"

Then it dawned on me --Wife was afraid that I would become attached to this person.
It had happened. A recurring story was that a married man was paired with a single woman. After three werks, man moves out from life with wife and into a place with Shift Partner.

Illegal Immigration: Only Part of the Problem
Earlier this week, the President of the United States announced that he was going to deploy National Guard troops along the southern border of the United States to assist the U.S. Border Patrol to reduce the number of illegal immigrants crossing over from Mexico. To use my favorite line from the very first episode of The West Wing, "This is bad on so many levels."

The first problem that I see is that the National Guard has got to be pretty weary of the President finding new and exciting things for them to do. If these guys (and gals) wanted to be in the regular Army or Air Force, they would have joined the regular Army or Air Force. I have yet to hear a National Guard soldier or airman complain about performing a mission for their country, but consider the load that has been put on these folks during the past few years: Iraq, Afghanistan, Louisiana for Hurricane Katrina, the various other disasters that their governors send them to handle, and now the Mexican border. Also consider that law enforcement may be the industry most heavily represented among National Guard troops. Every time their commanders tell them to pack up their troubles in the old kit bag and smile, smile, smile, a police department, sheriff's office, highway patrol or state prison gets its staff reduced.

When you hear that, say the California Highway Patrol, an agency has 5,100 uniformed personnel on the force, you think: "There should beadequate numbers out on the street at any time". WRONG!

Very few officers like to stay at the "street cop" or Road Warrior" level. The ones that do are not politicians. They do not seek resolution by compromise or negotiation. They universally are motivated by the desire to help people and "make things right".
So, where do the others go?

Some want to be investigators only, such as detecives. Some want to go to specialized details, such as SWAT, Fraud, Juvenile. (Subtract about 15% of your force)
These Special Duty people often "need help". So, they will pull people off the Street to assist them. (Subtract another 5%)The Department will " Show" them assigned to Street or Road duty, when in fact, they are working in an office.

Others want to be promoted, and they do. A lot of the people I knew that wanted promotions were Politicians. They are into plots, guile, and "Pragmatic loyalties"
(Kiss the butts of those who can promote you -the Public and Minorities are here--and crap on those who can not help you-The Road Warrior. These people will sell their soul for that next promotion.)
Add in those who have been promoted, usually with six ranks before you get to the Chief, Commissioner, or Director. (This is another
Subtract another 30% for these people)

We now are at 50%.

Officers are on vacation, injured, or snapped up be their Guard or Reserve Units. that will account for 20% of your force.

You now are down to 30%. BUT, these are usually spead over a large geographic area.

To show you the priorities, when I went to a station in 1996, that station was listed as having 85 people. In truth, it had 65. Then, sdince the Republican Convention was coming, several officers were off "Training" for the comong convention. For 1500 square miles and 100 miles of freeway, forget the County Roads, we had FOUR officers. Yet, in the office, there were EIGHT Special Assignment Officers.

If you're a sex criminal, make sure you are an ICE Agent. That's the best way to get off easy (no pun intended).

For months, we have detailed the saga of Frank J. Figueroa a/k/a "Frankie the Fig," the then-Tampa Special Agent in Charge of Immigration and Customs Enforcement (ICE). We have wondered why this sex criminal remains an ICE Agent and will soon collect his entire $100,000 plus per year retirement, plus full benefits--courtesy of the American taxpayer.

Since 1960 got here, all types of conditions, rules, and customs have changed. Before, and in some cases after, there were views and practices that targeted some goups of humans. If you see someone in the NOW column who should be in the THEN summary, that person is probably already a target for correction and/or dismissal.

EXAMPLES:
THEN: If you were a police officer, you believed that women were attracted to the uniform, and were fair game to engage for sexual purposes.
NOW: An attempt to get a co-worker, Clerical or female officer, to be a sex partner will:A. get you fired. B. cost you and your department money for a sexual harrasment lawsuit, and C. maybe get you indicted for rape or an attempted rape.
Yet, we still have some people who still hold the old notions.

THEN: If you could drink a fifth of Jack Daniel's, and continue to function, you were a MAN!
NOW: We know that al;cohol will kill brain cells and your liver, and if you can tolerate that much alcohol--You are an alcoholic.
Yet, we have people who feel that alcohol is an escape from troubles and a destination for recreation.

THEN: If you were a cop. it was accepted that you accepted half-price meals, freebies at various retail outlets.
NOW: In most areas, an accusation of accepting "Gratuities" will get you investigated, and the results of that investigation will be in your file.

THEN: Police Officers were mostly white males. A lot of them held the view that they were superior because you had been born into the Chosen race.
NOW: Mainly due to Imposed Government quotas, some of your outstanding police officers are from "Minority" races. Any remarks about someone's race will find you being counseled, the statement documented, and that document entered into your file.
Extreme examples will get you disciplined or terminated.

THEN: The concept of the ignorant Southern bigot Sheriff. Yes, there were places where the local law enforcer was politically powerful and horribly ignorant of laws, and used his power for his benefit. People he hired were given a badge, a gun, a car, and told to " go out there and fight crime". The old joke was that if you were stopped by one of these guys they told you,"Here take this ticket book, and write what I tell you to", meaning that they were illiterate.
NOW: With Federal Regulations, the ACLU, the OEC, and Liberal Civil Attorneys nipping at your heels, law enforcement is pretty much homogenized. A State officer in Mississippi is about equal to an officer employed by Ohio. Yes, you point to some jurisdictiobs, like New Orleans, where Officers joined in the looting, and were videotaped "thumping" someone who had not really asked for it. But, this is a glaring example, and let me assure you, the Main Stream Media loves to air these examples. These flaunters of accepted rules and regulations will soon be visited by: A. FBI investigators, and B. ACLU type junk-yard dogs attorneys, trolling for "Victims".

Perception and Myth

The picture is The “PROTECTOR� is a dramatic and visible symbol of law enforcement at it’s best. Imagine the positive image located at the Hamilton, Ohio Police Department, 331 S. Front St.— for a memorial of officers killed in the line of duty.

If you are a today Police Officer, you had better show about as much emotion as that statue does.

You will be assailed for being cold and unfeeling, not just by the public, but by your non-police contacts and probably your spouse and family. But, you have to do your job and let nothing be shown on your face, in your words, or in your body language. This exterior tends to become permanent. You will not give people a clue as to how you think or feel about anything.

If not, the public will accuse you of "Only doing it 'cause I ticked you off".

If you show some shock, or an indication of being stunned by some gory details, your superors will put you in the "Unreliable" category. If you apprehend the suspect, and show some emotion, you can bet he/she will claim "excessive force" because you found their actions revolting.

And, you better not show a sense of humor or smile. One Officer I knew was accused of saying," Have a nice day" and smiling. The traffic violator declared that she said it in a sarcastic manner. She was asked if she had said " have a nice day', and she replied yes. The Complaint was put in her file.
Another officer was accused of "Having a sarcastic smirk " on her face.

How I view Vicente Fox-various thoughts

For the last two years, the Peace-niks have been declaring that US Armed Forces in Iraq qwere "Occupiers" and that the "Insurgents were just "Freedom fighters".

How about this thought: If the Mexicans are here, NOT to be citizens, NOT to be contributors but TAkers, why aren't they "Occupiers". And many citizens here see that elected offials, politicians, and bureaucrats are going to, as Rush says" Zip-Zero-Nada". How long before some our citizens become "Freedom Fighters" and start taking cvarious actions against "The Occupiers"?

So President Bush is going to make a speech telling what he will do about Illegal Aliens. He could reduce it to three letters: S O S. (same old stuff)

We are dealing with major hypocrites, and here are some:
Vicente Fox-is angered that we put some people on the Border. He has armed troops on his southern Border, with orders to shoot to kill any immigrants/invaders.

REPUBLICANS Always concerned with " The Bottom Line". They want these workers in here to pay them $10 per hour. Citizen workers draw $25-40 per hour, and pay their own costs. So who makes up the difference? Good old sap taxpayers in the U.S


Democrats The Democrats want to needy folks to vote for them. Think Illegals can't vote? Ask Bob Dornan, who was voted out of office. His opponent, Linda Sanchez, was voted in because she is hispanic.

Frannkly, I think the government, congresss, and the President think we will just go on "taking it".

Beware those who "Tear down".

A typical observation since the early 1960s is that of people who target, attack, and tear down those who have jumped through all the hurdles and hoops to become a (fill in the blank).

In the HBO Series Special, "Band of Brothers", there are short interviews at the beginning and end of the episodes. In one interview, a veteran explains that it was an expected duty for one to join the military to go to WWII, and some of those who rejected went home and committed suicide. With the Viet Nam War in progress, those flakes who avoided the Draft, evaded military service, and demonstrated to assuage their guilt, declared those who served were: Stupid, Fools, and Misguided.

The next attack came after Viet Nam and was known as "Tailhook".

Supposedly, there were 50 victims. Only ONE, Lt. Coughlin claimed abuse. Turned out, she was married, but was not with her husband at the convention, and identified the wrong person on a photo line-up. Several Navy officers nhad their careers endedand reputations ruined.

Next come the the helpers of attorneys. These people are aided by destroying someone to get cash, and will willingly llege that a doctor or other professional is a sleaze.

The last aspect is every time I see this being done, the attacker is usually a poor excuse for a human. What I'm seeing is that non-acheiver trying to pull the target down to his/her level.

Heroes do not have to proclaim that they are heroes, nor do they boast about medals or awards. They know that they have "IT".

If you see or hear someone assaulting the character or reputation of someone had spent YEARS getting to where they are--STEER CLEAR. If they do it to them, they will do it to YOU!

If police have to arrest someone, the person is handcuffed, with their hands behind their back.
In my over 30 year career, without exception, people would: Say," You don't have to do that".
Complain that the handcuffs were on too tight.

First, LIABILITY drives a lot of things police do. Second, the officer rarely knows the person that he/she is arresting.

An example of why everyone is handcuffed is the case of a Nice Guy CHP Officer in Riverside. The Officer had stopped an older man. The man had problems in his life, and had took to drinking to ease them. But, he was driving. The man gave the Officer his sob story, and the Officer thinks,"this is a good guy. I do not want to demean him, so, since he is co-operating, I'll not handcuff him". On the way to jail, the man opened the door and got out at 70 miles an hour. Of course, the man's survivors sued for wrongful death.

Another Officer had a "Cage Car", meaning there was a screen between the front and back seats. Since he had the car, he was called to an arrest to transport a Mexican (Illegal) to jail. The arresting officer had failed to search the arrestee. Since the arrestee would be in a "mini-jail" in the back seat, no one hancuffed him. On the way to jail, the arrestee pulled a .25 calibre automatic from its hiding place in his crotch and shot the officer in the back of the head. The arrestee had two wives, one in Tijuana, and one in Los Angeles, and didn't want that fact disclosed.

A sergeant was called to a woman's jail, as the officers had arrested a female DUI driver, who had fought them. It was not apparent until they got to the jail, and then it was noted that the female's wrist was swollen. The jail nurse was called and announced that the arrestee had a broken wrist. The jail staff declared that the officers had to take the arrestee to a county hospital.

Since there was an injury, a Sergeant was summoned to in order to report the injury.
The Sergeant took notes. The officers then began to re-handcuff the arrestee. They were going to 'cuff her in front and wrap the seat belt around the chain. The Sergeant ordered them NOT to put handcuffs on the arrestee. The oficer then declared that he would not take the female in his car without cuffs, especially after the fight he had with the arrestee at the stop. The Sergeant then placed the female in his right front seat, like a normal passenger. He put his weapon and gunbelt in his trunk so the female could not grab it. The Sergeant began to drive to the County Hospital. Five miles later, the Sergeant was at 65 mph, when the arrestee opened the door and tried to get out.

The Sergeant had earned the nickname "Gun in Trunk".
